The SABER Programme is a World Bank initiative designed to catalyse the process of enhancing ease of doing business in the state and country. It is built on some specific areas of reforms that States are
expected to fulfil. The Delta State Government through the Delta State Investments Development Agency (DIDA has keyed into the SABER Programme.
The following are the areas of Disbursement Linked Indicators (DLI) as indicated by the Presidential Enabling Business Environment Council (PEBEC)
► Improved efficiency in Property Registration and sustainability of the land-based investment process
►Improved regulatory framework for private investment in fibre optic infrastructure
►Development of an effective PPP framework
►Improved investment promotion environment
►Increased transparency of official fees and procedures
► Increased transparency of fees and levies for inter-State trade and increased exporter certification
►Simplified State and Local business tax regimes
►Quick determination of commercial disputes
Delta State under the present administration is currently carrying out the above DLIs with a view of creating a condusive environment for business to thrive.
